Illinois remains a blue state, but a bad case of the blues brought about change at the top of state government.

Arguably, it was Democratic Gov. PAT QUINN, and not his party, that a majority of Illinois voters wanted to see out of power. And Republican BRUCE RAUNER, the Winnetka businessman with all the money he needed and a multi-pronged strategy to highlight weaknesses of Quinn and state government, made the case.

"Quinn ran out of lives," said DAVID YEPSEN, director of the Paul Simon Public Policy Institute at Southern Illinois University.
