Mayor Daley's 'Out of the Box' Thinking

I can't find a link to what Mayor Daley told a business conference the other day, but basically it was a repeat of the following:

"If they start leasing public assets — every city, every county, every state and the federal government — you would not have to raise any taxes whatsoever. You would have more infrastructure money that way than any other way in the nation," Daley said.

"But, that is thinking outside the box and very few governments ever, ever think outside the box."

I think someone has to tell him that selling off public assets to private interests for periods equal to three generations or more isn't thinking "outside the box". It's simply short-term thinking to avoid addressing long-term problems.
